Overview
Incumbents in this position are responsible for installing, maintaining, repairing and upgrading telecommunications and radio systems and all associated computer and electronic equipment.
Responsibilities
- Install, maintain and repair fixed-end radio and telecommunications equipment.
- Evaluate diagnostic reports regarding the trunked radio system, phone system, voicemail system, microwave link and the communications infrastructure network and take any appropriate action based on those reports.
- Install, maintain and repair cable, to include fiber optic cable and associated electronics.
- Install, maintain and repair city agencies radio equipment.
- Install, maintain and repair police department communications equipment, to include public address systems, television equipment, alarm systems and other related equipment.
- Install, maintain and repair recording devices for the police department.
- Evaluate radio frequency spectrum to locate external radio frequency carriers interfering with the police departments radio system.
- Assist in training Service Engineers.
- Install, maintain and administer computer networks and components associated with radio, recording and telecommunications systems.
- Assist the Communication Service Engineers and the Radio/Communication Equipment Installers when needed.
- Understand and maintain microwave data radio systems.
- Confer with, and make recommendations to management, relating to policies and administration of the various networks and systems.
- Comply with revisions from time to time after mutual consultation.
Knowledge, Skills, and Abilities
- Data Utilization: Ability to perform data analysis, review, classify, categorize, prioritize reference data, statutes and/or guidelines; exercise discretion to reference established standards and recognize interactive effects and relationships.
- Human Interaction: Ability to provide guidance and interpretation to others on applying policies, procedures and standards; strong oral and written communication.
- Equipment, Machinery, Tools and Materials Use: Ability to operate and adjust equipment, tools, and diagnostics (e.g., power/tools, computer, digital voltmeter, diagnostic equipment, communications monitor, oscilloscope, fiber optic light source, spectrum analyzer).
- Verbal Aptitude: Ability to use schematics, procedures, and guidelines; document modifications to system designs as needed.
- Mathematical Aptitude: Basic arithmetic, algebra and geometry; ability to calculate decimals and percentages.
- Functional Reasoning: Ability to apply rational system principles; interpret instructions; exercise independent judgment in methods and standards.
- Situational Reasoning: Ability to evaluate information against subjective criteria; display judgment and creativity as needed.
- Environmental Factors: Work may involve exposure to noise, heat, cold, chemicals, electrical current, gases and fumes.
- Physical Requirements: Sit, walk, stand, talk, climb, stoop, kneel, reach, push, pull, grasp, hear; vision requirements; lift up to 50 pounds occasionally and up to 25 pounds frequently.
- Sensory Requirements: Perception of color, sound, and odor.
- Equipment to be Operated: Power tools, hand tools, computer, DVM multimeter, diagnostic equipment, communications monitor, oscilloscope, fiber optic light source, spectrum analyzer, computer.
Qualifications
- A Bachelors degree in Electronics, Electrical Engineering or a related field; plus one year of experience installing, maintaining and repairing electronics which includes radio frequency trunking.
- OR an equivalent combination of education, training and experience.
Preferences
- Previous experience installing, maintaining and repairing electronics in a communications center.
- Federal Communications General Radio/Telephone operator license, Personal Communication License, Industry Association Certification, Microsoft Certified Systems Engineer Certification, Microsoft Certified Systems Administrator Certification or Cisco Certified Network Associate Certification.
Licenses
- Must possess and maintain a valid Missouri drivers license while employed by the City of St. Louis. Must possess a valid drivers license at the time of filing application and be able to present it upon request. Please note the type of license, number, class and expiration date on the Employment Application.
